Birth to Three

WV Birth to Three is a statewide system of services and support for families with children under age three who have a delay in their development or may be at risk of having a delay.

In accordance with the Individuals with Disabilities Education Act (IDEA), WV Birth to Three assures that family-centered, community-based services are available to all eligible children and families.

Services provided include physical therapy, occupational therapy, speech therapy, and educational services, as well as case management. Through our WV Birth to Three program, the Children’s Home Society acts as a coordinator of these services, assists families in learning more about their child’s growth and development, and helps them make decisions about what ongoing assistance they may need to support their child’s development. Each family works with a team to develop an Individualized Family Service Plan (IFSP), which lists the services and supports needed for each child, along with the family’s goals, at no cost to the family.
