Board of Directors

Sally Richardson is the Executive Director for the Institute for Health Policy Research.  She has been at the Institute since its inception in 1999 and was the driving force behind the creation of the Institute.  In addition to this role, she is also an associate vice president for the Robert C. Byrd Health Sciences Center of West Virginia University.  She is responsible for the management and direction of all aspects of the Institute’s work.  She over-sees the completion of all project activities and serves as principal investigator of many projects.
Prior to this endeavor, she was the director of the federal Health Care Financing Administration (HCFA) from 1997-1999.  In this role, she was responsible for all Medicaid policy and operations, the Medicare Survey and Certification Program, the Health Insurance Portability and Accountability operations, the Children’s Health Insurance Program, Medigap policy, and HCFA’s intergovernmental relations.

In addition, she served for a year as HCFA’s deputy administrator and for three years as the head of its Medicaid Bureau.  During her tenure at HCFA, she represented the agency on a variety of departmental and White House working groups.  Before her service with the federal government, Sally held several positions in West Virginia’s state government.  These include director of Public Employees Insurance Agency (1989-1993), chair of the Health Care Cost Review Authority (1983-1985), deputy director of Department of Health (1979-1983), and the assistant commissioner for the Department of Welfare (1978-1979).  She is also active in several community organizations and national advisory boards.
Sally holds an A.B. degree from Vassar College and an honorary doctor of laws degree from the University of Charleston.  She is an adjunct faculty member in West Virginia University’s School of Medicine.

W.I. “Bill” Hairston, Secretary, Board of Directors

Bill Hairston is a self-employed Sociologist/Organizational Development Consultant specializing in non-profit and church related agencies. He also does Outreach Coordination for the Religious Coalition for Community Renewal and is known across the region as a professional storyteller and musician.
He has been an advocate for "child welfare" issues for over thirty years beginning with his work as a volunteer at a United Methodist Health & Welfare agency. After completing his under-graduate education at Morris Harvey College he worked in the Extension Service with 4-H at West Virginia University.  His work experience includes Executive Director of the West Virginia Coalition on Food and Nutrition, Chief Operating Officer at Children’s Therapy Clinic, Inc. and more than fifteen years in management and as an agent with two different insurance companies.
In addition to serving as Secretary of Children’s Home Society

Board of Directors, he is the Vice-Chair of the Governor’s Literacy Council/West Virginia and serves on the boards of Goodwill Industries of Kanawha Valley, West Virginia Interfaith Center for Public Policy, United Methodist Appalachian Ministries Network and he is a member of the Visiting Committee for West Virginia University/Extension and Public Service.
He is married to Marian Alston and they have one son (William) who is a senior at Capital High School.

Anne Bright Campf , Assistant Secretary, Board of Directors

Anne Bright Campf is a native West Virginian who returned to the state in 2002 and cannot believe that it took ten years of living outside of WV to realize just how wonderful a place her home state is.  She holds a BA in Theater and Women’s Studies from Duke University and an MBA from the University of North Carolina Kenan-Flagler Business School.  Her non-profit experience includes working with the Lange Foundation, an animal rescue organization, and the Feminist Majority Foundation, an organization dedicated to bringing about equality for women.  Both non-profits are located in Los Angeles.  She considers herself a feminist and her greatest passions revolve around making the world a better place for children and animals.  Currently, she is in the process of assisting in the development and management of a family foundation.  Her initial primary focus will be to establish a

mentoring and tutoring program for children grades k-12 in Nicholas County.  She currently lives in Summersville with her husband, Darren, and her cairn terrier, Holly.  In her free time she coaches elementary school soccer, serves as President of the Nicholas County Humane Society, acts in community theater projects, and just enjoys living. 
Anne became a member of the Society’s Board in 2004 and she serves on the Board’s Development Committee.  Anne’s hometown, Summersville, is the location of the Kathleen & John Faltis Children’s Shelter one of the Society’s programs operated in Nicholas County.

Carole "Cookie" Glasser , Assistant Treasurer, Board of Directors

  Mrs. Carole Glasser is a graduate of the University of Wisconsin. She earned a Master's degree in Social Work from West Virginia University. Upon graduation, she began her career in the former West Virginia Department of Welfare, recruiting long-term foster homes for children with special needs, establishing group sessions with adoptive and foster families by county, and implementing policies to allow interracial couples and single parents the opportunity to adopt children.
  Glasser was called upon to work at a "special" school, which became known as Job Corps, a federal pilot project to help train at-risk children for employment. For five years she worked as a counselor and staff training coordinator before becoming the Director of the Charleston Center. She later became the Eastern

Region Vice President of the Management and Training Corporation, the company that operates Job Corps.
  Mrs. Glasser participated in several Annual Summits of the West Virginia Human Rights Commission. She also served as a panalist at the West Virginia University symposium on "Ethnic Diversity and Cultural Pluralism in Appalachia."
  She served on the Steering Committee for the West VIrginia High Risk/High Need Youth Study, the Vice Presidential Task Force on National Youth Unemployment, and the Task Force on Equal Opportunity in Recruitment.
  She participated in West Virginia's Kanawha County Dialogue, a program which began in 1976, bringing together individuals with diverse opinions for monthly public group discussions.
  Now retired, Mrs. Glasser is a board member of the Kanawha County Public Library Foundation, the National Council of Jewish Women, the Schoenbaum Family Enrichment Center, the Children's Home Society of West Virginia and the Charleston Job Corps Community Relations Council. She is a member of Temple Israel.
  Her husband is Martin Galsser, a partner with the law firm of Lewis, Galsser, Casey and Rollins. The Glassers are the parents of three children, Brian, Michael and Kristy.

David S. Pitchford, 2nd Vice Chair

  Serving his fourth year on the Board, David is a stock broker for the investment firm of Janney Montomery Scott, LLC..  David’s connection to the Society has spanned many years beginning in the 1930’s when his relatives first served on the Board. David, born 1962  in Wheeling was adopted through The Children’s Home Society when he was a couple of months old and has lived in Charleston ever since.  David is married and has a daughter named Allison.  He graduated from George Washington High School and The University of Charleston.  David is currently the President of the John Adams Middle School PTO, President of Aquatics WV, Elder and member of various committees at First Presbyterian Church, Investment Committee Member at the Presbytery of

West Virginia, a member of the Athlectic Committee at West Virginia State University, Past Chairman of Read Aloud West Virginia and a current reader in Kanwha County Schools classrooms, Past President of the Kenna Elementary PTO, and a past-Board Member of The Huntington Y Charleston Aquatic Team (HYCAT).  David is most proud of being a part of The Children’s Home Society and knows how the important work of the organization can have a real and dramatic impact on the lives of thousands of children and families across the state. He looks forward to working with the wonderful staff and board  to further the over 100 year mission and objectives of the Society.

Pamela Sumpter Cain, Board MEMBER

    Dr. Pamela Cain is the Assistant State Superintendent of Schools for the West Virginia Department of Education.  She served as Superintendent in Harrison and Wirt Counties.  She has been a county Special Education Director and Curriculum Director.  During her tenure as Curriculum Director, her county received the most improved test scores in the state.  Her educational career included working in higher education as an Assistant Professor where she trained future teachers.
As Assistant State Superintendent, she supervises special education, assessment, institutional education programs, international education, curriculum and instruction, federal programs, healthy schools, and student services for West Virginia schools. Pam has earned a doctorate in Curriculum and Instruction and a Masters in Early Childhood from West Virginia University.

In addition, her credentials include certification in Educational Leadership, Learning Disabilities, Mental Impairments, and Behavior Disorders. 
She serves on several boards and has been active in community service.
